In part 3 of her all mini series, Judo Girl has accepted Steel's offer to join his anarchist group "The Revolution" in exchange for the location of her missing brother. As Judo Girl fights along side her new team, she struggles if she should remain a mole for Agent Riley. When a mysterious figure from Judo Girl's past warns her that both Agent Riley and the Revolution are playing her, she finds her loyalties divided. Soon, Judo Girl stumbles upon Steel's anarchist group plans for the United States government. It's the point of no return as Blue Water's free spirited heroine finds her self-crossing the thin line between super hero and vigilante!
